Okay all you Disney-phites, I need your help.

Does the Florida resident discount JUST apply to people holding a FL drivers license or does it extend to guests of residents as well? My mother in law is visiting and my husband and I want to take her (she's never been) and I want to know if she is able to get the discount if she's with us.
