Hitting a stall

I have hit a stall for the last month.  I am female, 5'6"  192 lbs.  I have tweaked things here and there, but haven't found the magic combination.  I have been trying to keep my calories around 1500 a day.   I have messed with the ratios of carbs/ fat/protein,  my latest was the percentages around 33/33/33.  I do cardio 5 days a week, for 60 minutes, trying to keep my heart rate above 145 bpm continually.  I also weight lift MWF for about 30-45 minutes.  I try to lift heavy to increase strength and muscle mass.   Should I try lowering my carbs more, or should I lower my calories a bit?  I am nervous about destroying my metabolism, but I really do have quite a bit of fat to lose still.  I have read a lot about cutting, but I am not sure if that is more geared for someone with a lower BMI who is preparing for a competition.  Anyone have some suggestions that I could try?  thanks
