do we triage?

Seriously. At what point do we - non-medics - begin triaging?
What does triage mean as part of non-medical profession? When it's not a clear life-or-death situation?

(ok, so we talked with N. and she said, in trying to find lodgings for homeless people, women and children should be a priority. Can't argue, except that's not normal circumstances and a man is just as homeless as a women, with similar prospects at acquiring immediate financial help (slim to none) and lesser public sympathy. Perhaps later we can triage but now they're equal? Also, some NGO only deal with women and children, thus discriminating against men.).
But when resources are limites we must triage. Mustn't we?
