All you need for this banner is one image which is what I love best about it. and theres no blending of images involved, which is also a plus.

Create a new layer 600x300 and flood fill it with CCC0A3.
Select part of the banner vertically on the left and flood fill with EDE1C4.
From that part you filled make another selection horizontally and flood fill with D7CEB7.

It should now look like this

Create a new layer and fill it with 112839
Create another new layer and fill it with 9F8178

Set the dark blue layer to "exclusion" on the image you are going to use for your banner, and set the purple one to multiply.
Your image should look something like this

Take a part of that image and paste it onto your banner in the light tan part going vertically on your banner. This is what it should look like:
right here

Now take a selection from your image and resize it to 94x94, desaturate it and paste it onto your banner, set it to softlight.
Duplicate that small icon two times and set those other two, somewhere on the gray/tan bar going horizontally.

On your layers toolbox go to the second icon, duplicate the second icon you set on the bar, and it should now look darker.
Like this

Good, still with me? Great!
Now, take a part from the image, paste it onto the banner right next to the light tan bar (vertical) desaturate, softlight, and cut the part that covers the gray bar (horizontal).
I also gave that photo a 1px border on 10% opacity, just to clean it up.

Take another part of the same image and paste it next to the original photo on the background, and set it to softlight.

Your image should look like this now.

Now your done with the image. Then I just added random brushes in white, I also added a piece from her face and pasted it on the gray horizontal bar, and set it to overlay, on 84% and added a 8% 1px border to it.

Flatten the image and sharpen it once.

and your done!
