No bullshit fines, just no water for anyone, so no chance for the rich to fuck around and be greedy pigs....but that's also more of an interdependent culture, they have more of a social contract than the independent "I do what I want and it's all about me" Americans in the US.
But also fine them percentages. The rich will have a problem when fined 50% of their income per month. And then they'll be all mad when stuck in litigation and forced to spend even more money.
Portland, Oregon also publishes these assholes in the paper. They're basically all in the same bougie suburb, Lake Oswego.
