Because Catwoman and Ivy would have 100% overshadowed Harley and they couldn't have that rme

It's the same reason Barbara isn't in this, because they know that everyone would instantly care about her more than Harley the second she was announced.

I think it's more because WB has other plans for those characters, like Catwoman being in the new Reeves Batman movie or Babs with the planned Batgirl movie that's been in the works for a while.

Yes, she was mute but she started talking later when she got more socialization and language skills outside of assassin training/body language skills from her dad.

Also it continues to be gross to write out the actual co-founder of the Birds of Prey, Oracle. But I guess a character in a wheelchair couldn't prance around in short shorts and midriff-baring shirts.

They were never going to be able to use Oracle because WB wants to make a Batgirl movie. It's why the comics got rid of Oracle and made Babs Batgirl again when they rebooted their universe in 2011.

I think it's less about booty shorts and more about the fact that Babs would overshadow Harley and Harley is the only person that WB wants people to care about

I don't disagree, especially since Margot had the choice of scripts - which originally did include Barbara.
