True, but there is something to be said for people who notice how their actions affect others and change accordingly, and people who only apologize after everyone else points out what they're doing wrong.

I totally understand what you're saying here but in this particular case we don't know when she changed her mind. We only know that she did because someone asked her about it now. Sometimes internal changes like these that don't involve continued behavor are harder to gauge in terms of being genuine.
