It's worse than you think. Wiki has the characters split into two groups: main and recurring.

2/9 of the main characters are women.
6/13 of the recurring characters are women.

The 2/9 women as leads is ridiculous, but I counted 7 women and 8 men as recurring characters. I'm seeing reviews that say it's a sham for making it look like Michele Dockery is the star when it's really a show about a feud between two men. Too bad because the production looks amazing.
