so this guy in an offical-looking reflective vest walks into my back yard, and i assume that he's with the electric company or something, except there is no official-looking truck in view to support this.
he opens the trash bin and takes out at least half the contents, walks accross the street and deposits it in the trash bin accross the street, waiting for a vehicle
It turns out to be a the trash collecting company that our neighbor uses and we don't. Either it's some type of trashman hazing, or they are trying to fill a weight quota so they can get a bonus or something.
