Montenegrin Interior Ministry describes procedures for arms export

Text of report by Montenegrin radio on 5 December

[Announcer] Following the statement of the head of the International Crisis Group for the Balkans, Nicholas Whyte, that it is not possible for the Montenegrin Ministry of the Interior not to have known about illegal arms exports from Yugoslavia to Iraq, the Montenegrin Ministry of the Interior issued the following statement:

The trade in arms and military equipment, which is carried out by businesses in the Federal Republic of Yugoslavia, is regulated by federal rules.

[Second announcer] The federal laws on foreign trade, production and trade in arms and military equipment, state border crossing and movement in border areas and the decree on the transport of arms and military equipment, are clear on the jurisdiction, the Montenegrin Ministry of Interior said.

On receiving the decision of the Federal Ministry of Defence and Federal Ministry of the Interior, the exporter seeks authorization for transport of goods from the sender to the border crossing through which it is transported. This authorization is issued by the Ministry of the Interior responsible for the territory where the goods originated. As arms and military equipment are transported from special purpose [military] production factories and storage depots in the Republic of Serbia, the authorization for the transport of these goods - under customs control from the point of departure to the border crossing - is issued by the Serbian Ministry of the Interior.

The duty of the Montenegrin Ministry of the Interior, once the goods enter Montenegro, is to inspect closely the documentation and the authorizations of the Federal Ministry of Defence, the Federal Ministry of the Interior and the Serbian Ministry of the Interior, and to escort the goods to the border so as to confirm that they have left Montenegro to their final destination, stipulated by the decision of the Federal Ministry of Defence and the Federal Ministry of the Interior, the Montenegrin Ministry of the Interior said.
