for "Original Character"...should it be a character created in the past year, or can we nominate OCs who are more than a year old?

I'm not sure, but I think the OC has to appear in a story that was finished in the past year. The actual date the character was created is immaterial. But you can check with the Awards committee at numb3rs awards.
