He might not bathe as often as he ought to, because he sometimes forgets.

Personality:
Louis is a snitch. He has always loved spying, and learning information. He skulks around quietly trying to do his best to pick up dirt on anyone and everyone. He is in the business of gathering secrets. Why? To Louis knowledge is power, but knowledge that can be used to intimidate and threaten people? That’s gold.
He’s exhaustingly and exceedingly eager to please. He is a suck up and he gravitates towards people with strength and influence. He has no trouble ratting people out if he think it will get him ahead, and will sometimes do it just for fun. Like Filch, he is sadistic and he often wants to see some punishment.
His mannerisms are a little off (he doesn’t look at people when he speaks to them, his facial expressions don’t match his tone and mood) and his gestures are a bit jerky. When he talks, he tends to babble, and almostrunshiswordstogether. Louis’s voice is high and lisping. He is distractible, because he can’t get out of the world in his head.
Speaking of the world in his head, Louis has a hard time separating that from reality. It’s where all of his sick fantasies take place. He has not yet acted out any of his dark thoughts, but he has them almost continuously.
If you met Louis on the street you'd probably get the impression that he’s, well, icky. He looks physically dirty, he sounds smarmy and well, most people still have the instincts that tell them "Okay this guy is nothing good."
Strengths: Both magical and personality:
Magically he is quite good at Divination, though it’s probably because he’s good at making up a lot of dark and disturbing things to get people really paranoid. He is also decently insightful, so he can fake his way through a palm reading or something like that quite easily.
Personality wise, his only real strength is his insight. He is a fairly good judge of character, because the only hobby he has is watching people.

Magically: Most subjects, except for Divination & Charms. He could be better at a lot of subjects, but doesn’t or can’t apply himself. Sometimes it’s that he can’t. He isn’t lacking any magical talent, but he might have a learning disorder of some kind. At times it’s that he doesn’t apply himself. At other times, it’s that he just can’t wrap his head around a subject, for whatever reason.

Fears: Most everything, when it comes right down to it. He’s afraid of his fellow students, Voldemort, the Ministry of Magic, everyone and everything.
Motivations: He has an insane desire to be powerful and loved. Pretty much everything he does is a failed attempt to gain power and respect.
History:
Louis grew up the son of Half-Blood English parents living in Wales. Louis’s family is poor. Like, fo’ rizzle po’. Reason for this? His parents are both unemployed, and neither has worked a day in their lives. They’re living off inheritance that Louis’s grandparents left them when they died, and they really didn’t leave enough to do that. They have a very nice home, which was inherited, but it’s poorly kept, due to his parent’s laziness.
Louis’s mom, Alexandria is a bored, thoughtless woman. She’s not overly affectionate and certainly not very warm. She has always been distant in raising Louis, though determined to be a good mother. She just didn’t really understand the way to be one. She spoiled her son (as much as she could) and never imposed any rules or limits.
His father, Ronan, is a reserved, shy, socially awkward man. He hasn’t been able to form any relationships in his life, outside of the one with his wife. Louis was the result of an unplanned and unwanted pregnancy, and Ronan has always been a little freaked out by his son.
Louis did not grow up in a classically nurturing environment. He grew up in a house where his basic needs were attended to. He got 3 square meals a day, adequate clothing and some basic toys. Growing up, if he wasn’t throwing a huge tantrum, he was basically ignored. When he was throwing a tantrum, he was bribed to stop with toys and candy. Of course, this led Louis to act out as a child. His parents never put any sort of rules or discipline down for him, but they did explain, in graphic detail about parents who DID do that sort of thing.
Louis became fascinated with the concept of rules and the idea that they could be broken, and that consequences could occur. When he went to Hogwarts he quickly memorized the rules, and followed them strictly, looking for the structure and guidance that he never had at home. Obeying rules helped Louis immensely, but his fascination with punishment and consequences never wavered. In fact, since coming to Hogwarts Louis has become even more obsessed with punishment, and even more delighted to see it carried out. This is one of his main motivations for tattling. The other motivation, of course, is to suck up to people in a position of power.
Growing up as poor as he did, in as obscure and isolated a family as he did, Louis naturally became curious about the world outside. He would read the Daily Prophet obsessively, and became enamored with famous witches and wizards. He loved to see how the other half lived, and desperately wishes to be the other half. He craves fame and power, and the love that his parents never gave him.
