I knew you were intelligent. From the sound of it, we got quite an ... interesting bunch, this time around.

I really am; I'd forgotten what it was like to have some real peace and quiet. We haven't seen a soul for days. However ... I can't keep my mind away from the problems we have to face in Luceti, no matter how much I try.

Speaking of problems, I have something I'd like to speak with you about.

No, on the record is fine, but I'd like to discuss it with you before saying I say much aloud.

I'm interested in organizing a sort of ... well, not a police force, but a group of individuals who can be sent to break up disputes and fights before they get out of hand. It's become fairly obvious that these problems are only growing in frequency.

Your thoughts on the matter?

I think that several individuals would feel threatened and oppressed by such an act. I also think you could possibly have a small, disorganized rebellion on your hands, so if you intend to follow through I suggest you recruit the strongest and most trustworthy.

I would also avoid making the knowledge of Luceti's "protectors" public.

That's what I'm afraid of. I don't want people to get the idea in their heads that I'm trying to organize some sort of force to act against them on a whim. The only function of this team would be to break up fights ... and yes, as such, considering the power of some of our compatriots, strongest and most trustworthy would be entirely necessary.

That also sounds like a good idea, though if anyone were to find out through some means or another, it would be worse than if it had been introduced in the first place.

As such ... I wish to proceed with this. I know you've no wish to direct armies, but you have the strength, and my absolute trust. Beyond that, you have powerful associates who are used to working with you. What do you say?

...Zackary Fair is not fit for the duty just yet. His penalty for his revival was...severe. I would suggest Cloud Strife, but he is reluctant to consider any propositions from myself, so perhaps it would be best for you to speak with him on your own behalf. However, I will ask an associate and friend of mine, Angeal Hewley.

I see. I hope it's not something too damaging, for his sake. I -- alright. I'll talk with him when I get back. And thank you; I've heard of this Angeal, though I've yet to speak with him in person.

This sort of business is completely outside the line of my expertise, and as such, I'm certain there are plenty of issues I've yet to take into account; I will be attempting to arrange face-to-face meetings with both Cloud and Will upon my return. And ... is there anyone else you can think of that might be useful in this sort of situation? I have a candidate, though I'm a little loathe to relinquish his services.

There are very few here I would trust. Perhaps the constructs, if you can appeal somehow. I know that this one will aide a cause if it advances whatever campaign he currently runs. There are several others, although I regretablly am not familiar with them. Undoubtedly, however, he will know.
