Why: Ianto Jones is looking for his crazy psycho lover, Jack Harkness. And the Doctor can't keep his hands out of the grime. Also, and more interestingly, Theta strikes a deal with Ianto to trade insider favors for Jack's freedom. He just doesn't realize that Theta was already going to let him go free!
