Possibly he is as an actor. I don't know. Norton's bad reputation seems to stem from his wanting creative control over projects, particularly editing, outside of the acting field, such as his re-editing of American History X. He certainly butted heads with Marvel over the editing of the Hulk movie, which he reportedly wanted control of and it seems either Marvel got their fingers burned by that experience or envisage some kind of clash with Whedon when it comes to creative control.

Didn't Norton refuse to do promotions for Hulk?

Wiki says that he did promotions that would avoid him having to answer questions.
