River is a reader. Basically, that's Firefly-speak for telepath, except that they don't really outline how it works in the series, probably because they NEVER GOT A CHANCE TO I hate you Fox. ANYWAYS. She tends to just...know things, Layla Miller-style, and with just one glance she's able to glean anything from memories to motivations and thoughts.

is river physically able to read your character's mind?: No, his minds very well guarded so unless he's uber distracted or really freaking tired... no. Or unless he lets her. He might do that.
do you as a mun give me permission to have her read your character's mind?: Go for it.
is there anything in your pup's past that might trigger her?: Yes. He's been beaten black and blue and faced zombies, vampires, demons, goblins and all kinds of nightmares and he gets his ass beaten a lot.
is there anything you absolutely do not want brought up?: Uh... not much.
is there anything you specifically want her to bring up?: Nope.
For Haldir:
is river physically able to read your character's mind?: She's welcome to, but he'd be aware of it and he may be able to reply in a vague fashion. Expect his mind to be guarded a bit after that.
do you as a mun give me permission to have her read your character's mind?: Yes, go for it
is there anything in your pup's past that might trigger her?: Haldir has spent a long time fighting orcs, so ... yes. orcs, injuries, battle, but theres a lot of soothing stuff in there as well.
is there anything you absolutely do not want brought up?: Nope.
is there anything you specifically want her to bring up?: Yes: before Abax he was in battle and about to die. He's not fond of the memory.

is there anything in your pup's past that might trigger her?:Yes and more than that. Kenpachi is a creature of death and violence. He fights everyone and everything thats strong enough and has no reservations about killing. He's not evil, but he has a deathly presence.
