You need to use a service. If there are any fanclub magazines or such, the fanclub will send it to the service and the service will send it to you. I use mukunoki. :)

Scroll down and you will see a section called "mukunoki jp Service". Click on "Jrock band Fan club service". It'll give you the information and stuff.

Or you can just e-mail them directly and ask more questions. :))

btw on a random note, how did you get your layout? it's so cool~ in fact, scratch that. All your layouts are awesome!

I got my layout from premade_ljs. Then I twisted the codes around A LOT and got to what I have now. You gotta know how to figure out HTMLs and stuff. :))
