I don't think it's cruel if you know how to properly care for a bird, especially if it was specifically raised as a pet. Animals who were raised by humans only know how to accept hand-outs from humans, therefore sending them out into the wild would be the same as a death sentance. But an animal that was born in the wild and had been taught how to find food/ learned those skills should remain in its natural habitat. I mean, you can't set a dometic dog out in a forest and expect it to be able to find food for itself.
And a bird's cage should be equivalent to its size, meaning the bigger the bird, the bigger the cage must be to hold it properly. No, I don't think it's cruel if it is properly cared for by the humans who own it. It becomes cruelty when the animal's quality of life is destroyed.
