Unless "conditioner" is something radically different in UK English than American, there is a big Engrish conspiracy going on in the Scandinavian countries.
It's probably from German, six hundred years after the Hanseatic League still. And in Canada (at least) you can buy something called "balsam conditioner". Which does nothing about the Engrish problem, but was the closest I got to justifying it.
