They stagger, yes, possibly unthinking, but certainly not unfeeling. Overturning an organisation merely by shuffling through it. They leave a path of infection, devastation, death, in their wake. They don't even realise.
All they want is love, and freedom from pain. And they'll do anything to get it, even if they don't understand what they're doing to those around them.
It is the perfect simulation of human life, trapped in an enclosed space.
This Doctor cures them, where another would not.
