Monsters

This is a question I've been wondering about with regards to FFVII. Where do all those monsters come from?

There are explanations in other Final Fantasies. FFVIII: They come from the moon (God knows what Square-Enix were smoking when they thought that one up). FFIX: Animals mutated by Mist, a bit like FFXII. FFX: Angry dead Spirans turn into fiends.

But with FFVII it isn't so clear. I seem to remember Ifalna mentioning something when she was telling the story of Jenova - that Jenova infected the Cetra and turned some of them into monsters. Does this mean that all the monsters in FFVII are the descendents of infected Cetra?

But there's another line - I think Sephiroth says this one, during the Nibelheim mission - which seems to suggest a different origin. After discovering that the Nibelheim Mako reactor has been used to mutate human beings, he comments that this explains the increase in the number of monsters lately. This suggests that monsters are the product of ordinary people or animals being subjected to high quantities of Mako.

Any ideas? Which theory, if any, is right?
