INORITE? I kept my eye out during that whole opening sequence, but the only girl I saw was the one Ronald was flirting with. :\

Yeah, that's not really an excuse. There were plenty of women in the 19th century, and they were gaining more rights and finding new fields to work in. I'm pretty sure this decision has nothing to do with history and more about the creator's capitalizing on Kuro's largely female audience.
