Gino Giordano is in his office upstairs at the factory, dressed in a very nice suit--he likes to make a good impression, after all--and debating whether to light a cigar before or after the mayor comes in.

On the one hand, if he waits, he might then be obligated to offer him one, and he doesn't want to. But on the other, it may put him more at ease.

In the end, he decides he has kept the man waiting long enough, and instructs his secretary via telephone to send the mayor in.
