I didn't get it at first, but... well, after a day of thinking about this (yes, I'm sad), I get it. I think...
This guy hired someone to kidnap his wife and daughter to blackmail himself to steal 2 mil. from the US government. And he alerted NCIS, so he'd be regarded as the victim once it was all over. Either he's a real good actor, or he was surprised at how much it hurt to watch his wife and daughter being held hostage. Close?

Aww... Tony is actually looking cute with that girl. He's just about ready to have kids of his own... but I bet he's a single child with no younger family-members as he grew up. That kind of thing really screws up how you relate to kids - trust me.
