I am so sorry, as I do not live in California! But I did pass along your post to a CA friend.

I think your post betrays a lot of what might be going on in California: A blamology against the more disadvantaged. If this is what is is happening in California, then it must be happening in other poor regions of the country and guess what?

Because people weren't listening to the likes of you: Donald Trump was elected!

What do you mean by "A blamology against the more disadvantaged"? The idea the poor must prove they have a high water bill before they aren't treated like "Tree-hugging fanatics who are just forcing their beliefs to save water"
