You can always judge a man by the quality of his enemies - The Seventh Doctor
New Doctor Who has long been plagued by problems. The sonic screwdriver is overpowered and overused. The condensed format cripples the stories. Effects and production values are over-emphasised. Politics are too political, though that might be due more to society in general than anything specific to the show. While series 11 has managed to crawl out of the shadow of controversy and find its own feet, the Chibnall/Whittaker Era has yet to stand on its own. A fundamental and fatal flaw is holding The Thirteenth Doctor back: this season has weak villains. There isn't much for the Doctor to do when there isn't an evil plan. Team Tardis have yet to be seriously threatened. However positive a message of hope and goodness a hero might embody, it is nothing without the fear of dark and terrible things happening should they fail. This is all down to the writing. While there are some things in the new series worth acknowledging, they are undermined. Without the contrast of light against dark, without high stakes or meaningful impact, the overall effect is more mediocre than memorable. As much as resting the Daleks might have been a good idea, this series is sorely lacking in scary alien monsters. Heroes are only as good as their villains are evil.
