I read it as because she was going back to NY, but that certainly didn't stop her with Sousa, which was presented as a music-swelling grand romance

But they really didn't do the work with her relationship with Sousa. There was some nice subtext occasionally, but nothing that made me feel like that kiss was earned.
one of the best moments of the episode was Peggy telling Ana she didn't know if Ana would want to see her. Maybe it was the acting, but that moment actually felt real and emotional and understandable.
Yes, that was great! All of the stuff with Peggy and Jarvis and Jarvis and Howard was good too. But as you say, the show didn't really use the great stuff they had to the best advantage.
