I think the point is that they are two seperate debates.
The first one is about women being able to feel safe when going about in their daily lives and, when the unthinkable happens and they are attacked making sure that they are taken seriously by the police and the courts and not made to feel that they are at fault.
The second debate is one that should be had with all young people about living in an imperfect world and the ways they can help keep themselves safe including not going into the bad areas of town, not getting so drunk they lose control of themselves etc. Alongside which there should be conversations about respecting each other and yourself and not feeling pressured into dressing in any particular way.
The thing is actually even if a woman/girl is wearing next to nothing that DOES NOT IN ANYWAY mean she is consenting to sex or that she wants sex and really, if that is how she wishes to dress, there is no reason she should change. However making sure our young women know that in this imprefect world of ours it can have consequences is important.
The two things should be seperate though. You shoudl never say to a woman who has been raped that her clothes etc. may have contributed to it (or at least not until after the rapist is safely behind bars and she is being counselled and supported).
Does that make any sense? I'm not good at putting this thoguht into words thoguh I've tried often enough.
