As I said in my last post, "Information is for sharing!"
Along those lines, here's some stuff I pulled together for a friend who's just starting to explore flogging and had some technique and safety questions (we also did some in-person practice, which was fun), as well as questions on where to find a beginner flogger.
Feel free to suggest other resources; I can always pass more along to him, and other readers might be interested too. I did read-throughs of these to scan for anything I found inaccurate or problematic, and chose links based on that, but I know there's a lot more out there, and it was just a quick and dirty search.
Not locking this post because it's nothing personal, and it's general informational stuff that might interest folks not on my filters.
My email to him:
I'm also including what searches I did, since you might want to look at some of the other search results as well:

I haven't bought one recently enough to recommend a specific company, but for a good flogger, it'll generally be more than $100, often closer to $150. The basic little suede flogger that I have was $45, and it really is about as basic as they come.
http://www.stockroom.com/ -- my favorite general BDSM online store. I've been ordering from them for at least 15 years.
Their flogger selection:

http://www.stockroom.com/24-Basic-Leather-Flogger-P1469.aspx -- this, in suede, looks most similar to my basic one.
Blowfish is another company I really like (I'm actually more attached to them than to Stockroom, but Stockroom is more BDSM-specific):
http://www.blowfish.com/catalog/toys/whips.html -- The long suede and soft leather both look like good options, and are by far the most reasonably priced I've found from a reputable source (they'll be lower end, but I basically trust Blowfish not to sell complete crap).
Their intro BDSM book section, which has oddly shrunk over the years:
