I was in Animal health for a while and this question was asked to some of the vets at school and for the most part they agreed that MOST dogs do not need clothing of any type for the winters here.
Does she seem uncomfortable? Does she hurry to get home? Does she enjoy being outside in the cold?
When I have had dogs, here in Québec, they all spent a lot of time outdoors in winter and this helped them grow thick undercoats. None of them ever needed a fabric winter coat, as opposed to their own, natural, winter coats ;)
I know that some dogs need boots when there is a lot of salt on the roads.
i agree with the above poster muchly, watch for your pup's behaviour and dress accordingly... boots are a thing to consider for sure (i know a girl who is owned by a husky and her husky wears boots, simply because of the salt factor. it splits their pads)
i have two pugapoos, one with coarse hair and one short-haired. i put a sweater on the short haired one on days she's running to get home or shivering when we are out for more than five minutes (but she loves wearing the sweater anyway, might be a pug thing). the long haired one has been okay going au natural so far.
I'd say let your dog decide. She'll shiver if she's cold, just like a human. She might hesitate to go out. But if she's anything like my medium-size dog, she'll go crazy rolling in the snow and having a great time. I'm sure she'll be okay.

However, I have read that one reason to put a coat on a hairier dog was to stop them from growing a thicker Winter coat of their own thus less shedding-make of it what you will.
