Abilities & Physical Abnormalities: His abilities are not out of the ordinary for this world, considering that he's part of it. Being a gunblade specialist is definitely one of Seifer's most mastered skills - if not the best skill he possesses. His model is the Hyperion, which appears to be more difficult to handle than the average weapon, mostly wielded with only one hand rather than two. The blade is also more triangular, making it faster and sharper than the initial model, as well as sleeker. As a curiosity, Hyperion is the name of the Titan of light in Greek Mythology, who was an early sun god. Ironically, sun gods are associated with good - Seifer himself is perceived as evil, but perhaps this contrast shows that Seifer believed to be the hero himself and not the villain.
Personality: One would think that the Head of the Disciplinary Committee would be a fair, collected young man with a liking for rules, but irony seems to strike when you look upon the impulsive and rebellious Seifer Almasy, the aggressive and headstrong dreamer that leads said committee. He seems to continuously run into troubles with authority for he completely disregards any rules not set by him (and, of course, all rules set by him never apply to him). While he is very much against taking orders, he seems to have quite a liking for ordering others around. Although an extremely gifted soldier, he has this said fault of not bringing himself to bother to take orders, which is, ultimately, his downfall and why he can't seem to pass the SeeD exam, even if he has no trouble in achieving the mission's goals. The problem is, being the impulsive and glory-searching person he is, Seifer tends to always do things his way, disregarding orders from above. It's almost as if he wants to be the center of attention all the time.
However, he is first and foremost a dreamer - he even calls himself a bit of a romantic dreamer. But he's not just a dreamer, because just dreamers don't try out to do things for themselves, and that's when his ambitious personality comes to take a very important role. These two traits of his could have been said to be qualities was he not Seifer. Because Seifer sees no harm in his means as long as they take him to his desired end. The pursue of his "romantic dream" should be proof of this, even if he was enchanted and seduced by Edea to betray Balamb and join to be the Sorceress' Knight.
Confident, to the point of arrogance, Seifer appears to like to pick on others - seems to enjoy teasing people and getting under their skin, which is probably encouraged by the superiority complex he appears to have. One could say it's because he seems to be so detached and insensitive when it comes to other people's feelings; he clearly gets a rise from teasing people and apparently likes to award ridicule nicknames to his targets. Nevertheless, he is not exactly the loud type of a brute - you could say he's a cold yet ruthless person, much in a predatory way of sorts. He's like a bully who could control himself, but can't be bothered to.
Seifer isn't lacking in qualities: one of his most surprising sides is how protective of others he really is, albeit cleverly camouflaged by his I-don't-give-a-shit attitude. Even in his arrogance he is able to acknowledge others (but never as someone better than himself), shown by his "humble" moment of applauding the students that passed the SeeD exam.
Intimidating, self-centered and strong-willed, Seifer is your typical bad-boy that does almost everything for personal gain. While not a condescending man, he tends to let his judgement be led by his feelings, leading him into taking rash decisions. However, you couldn't call him a bad guy - merely someone who seems to never had the right guidance, perhaps because of how independent he really is, sometimes almost to the point of being selfish, which goes hand in hand with his ambition-driven self.
What are your plans for the character in-game?: I believe Seifer would very much crave back his position as the Head of the Disciplinary Committee, so first and foremost, he will want to get it back, which will be then his primary focus. Given as he never completed his SeeD training, he will be taking classes this year, but he's not yet sure if he wants to become a mercenary, considering his history.
Anything else?: Given how the setting presents itself as twenty years later from Seifer's canon, I'm going to use the theory regarding the aftershocks caused by the Time Compression to explain why Seifer has kept the same age rather than having aged. Therefore, he has been missing in action until now.
