Universe.
Arkady is from a future version of the Assassins' Creed universe, specifically the year 2345. In his universe, the Templars have made major progress in their goal of world domination, and have a stranglehold over several major governments, which they use to their advantage.
As part of their plans, they have constructed (or perhaps just raised from the depths) the city of Edhan - a flying city currently hovering somewhere over the Atlantic Ocean - that is at least partially a Piece of Eden (a powerful artifact made by The Ones Who Came Before) in its own right. The City has the power to influence the minds of the people within it, slowly seeping into their consciousness; as well as being highly technologically advanced and able to change its form. There are suspicions that it is capable of much more than that, too.
The City of Edhan is Templar-controlled, separate from any government, and the home to the organisation's 'Chosen', although Arkady has no idea why the Chosen are chosen.
There is a small Assassin presence in the city, but they are severely outnumbered, and for those few that have it, the blood of Those That Came Before does not protect them completely from Edhan's voice.

Arkady Goffman ('Arky' to friends) is the young (very young - he's maybe twenty-three at the oldest) Master Assassin of Edhan, which means he leads about a dozen to two dozen people at any given time. He is of the Assassin Bloodline, meaning that he has the blood of Those Who Came Before and their sixth sense (the sixth sense being 'knowledge', granting him the ability to instinctively sense whether people are friendly or hostile to him, and the ability to see what has happened or is going to happen in places he's looking at).
He is quite tall (a devent 6'4" or so) and quite broad-shouldered, and a bit pretty in a scruffy male model sort of way. He mostly sounds like he's from somewhere in Texas, and has quite a distinctive drawl, but there's a bit of a Russian tone to his accent. He always dresses in black, and usually has a hat.
Generally, he has a spherical object - palm-sized, metal with glowing gold lines - on his person. This is one of the Apples, capable of creating illusions, communicating across time, and influencing people's minds. He rarely uses it, and has little practice with it.
He is always armed. Always. Usually it's not very visible.
