Having read the Russian Federation articles that are cited, having asked LJ what it means that Paid Services are not subjected to this agreement, and having gotten the opinions of various folks, my stance on the new LJ ToS is "this will affect SOME users, but my personal risk is absurdly low."
And I'm already on DW anyway.
