Jack isn't attracted to Liz.
It's been easy to convince his lovers of this (in the rare instances of suspicion; he sleeps with women who are confident enough to not be threatened by a woman who wears men's shirts that aren't borrowed from a boyfriend or paired with a short skirt), easy to convince Liz (she only considered the possibility fleetingly). Easy to convince everyone, for it's true. Liz is like an odd little brother Jack wants to help succeed. (He's written off his actual siblings.) His thoughts about her have never been vaguely sexual.
Except for when he saw her in those jeans.
Jack wouldn't say he's partial to any body part (preference varies with the woman, though he's enjoying Avery's newfound boob weight and looks forward to her equilibrium returning so his appreciation won't be guilt-tinged), but it's natural for one's eye to be drawn to a pleasant sight even when said sight's attached to someone he'd never sleep with. And it's natural for a man, after being (somewhat, perhaps unintentionally) flirted with to take a moment to enjoy watching a woman walk away. (Her stride seemed different, too; more confident, more... feminine.) Or to appreciate, aesthetically, a woman's ass shaking in front of him.
Therefore it's natural for him to briefly consider Liz Lemon as a sexual being. To imagine her leaning over her desk and beckoning him closer. Pushing back against him, guiding his hand down her pants. Not so much a fantasy as flashes of images that don't have much to do with how she'd actually behave, or how he'd want her to. Something connected not to who she is, but how a part of her can look; something meaningless.
However, he's glad she got rid of the jeans; their relationship doesn't need those types of grey areas.
