I spent this weekend watching a lot of television. I have now finished season 2 of Lost and season 3 of NCIS (8 episodes!). I'm not going to get into how I feel about either show, as discussion on Lost has been done so completely that I'd have nothing to add, and I don't know too many of my flist that would be interested in discussing NCIS. You are right - the show has trouble with continuity, and Gibbs is the worst example. It appears that Season 3 itself is not internally consistent, and the Season 3 Gibbs is not consistent with the Seasons 1-2 Gibbs (so much so there have been jokes about aliens and robots being Gibbs).
I am currently working on a comprehensive Gibbs timeline (with the help of a real NCIS agent who is quite sweet and patient in dealing with my questions), and the inconsistencies are not easy to fix.
Besides the NIS/NCIS and when did Gibbs join (he himself tells us in Spring 2003 he has been an agent for 19 years, so it is not a CBS profile mistake but tptb's), in the first two seasons he actually shows little indication that he was a sniper. He relies on Kate (who is not a sniper but a Secret Service agent) at a critical moment to explain where to place snipers ("Minimum Security"). He is identified as a MP.
This, of course, besides the big "How many times was Gibbs married?" debate.

See, I'm usually fine ignoring inconsistencies in NCIS because I don't tend to watch it as intensely as I do other shows, so I didn't really notice that much inconsistency with season 3 Gibbs as compared to seasons 1-2. (I also think the fact I didn't watch any season 3 NCIS until December or so and watched the majority of this season in a marathon just a couple of weeks ago also contributed. I am quite fuzzy on the details of the first two seasons.)
I was aware of the "How many times was Gibbs married?" debate, but I fanwanked the first marriage by saying that he doesn't go deeply into his personal life, so maybe he was just avoiding talking about it. Now that I've heard things from others, that doesn't make as much sense, but it didn't bother me at first. *sigh* Maybe I should have left this issue alone, because investigating it is making everything worse!
If you figure out a Gibbs timeline that works with everything we've been given, I'd be interested to read it.
