I'm a PSP/AS person, though I'm in the minority. If you're going to go that route... Paint Shop Pro alone won't help you. You need to download Animation Shop as well.
I use the Animation Shop wizard to make mine. It's something you really need to play around with and take a look at, but it's really very simple.
Keep in mind that it's VERY hard to keep an animated gif below 40k and make it look good. It's an art unto itself. Animation Shop has an optimization wizard for that, but this is something you would really want Imageready for. (ETA: the one I'm using for this reply took me AGES to get under 40k, and I barely got it to work).
There's a community called icon_tutorial. Go into the memories and browse for tutorials on animation. Just don't post a question about it... you'll get bitched about. =)
