Where: The streets, marketplace, ramen stand, and possibly elsewhere entirely in the event of a chase scene.

*trailing along behind Naruto and... Mokona's parents? There's not much similarity between the white squishy creature in her hand and the two... tall people. With legs. And actual fingers. And she's pretty sure that both of them are men, anyway*
