I would say to go ahead and read #10. While there are connections, they aren't explicit. He has a task but it isn't stated that there's any connection; he's just carrying out what Yuko tells him to do.

Nope. Nobody from TRC appears at all. Once you get to that part of TRC, you'll think, "Oh, so that's what that was for" but that's all.
