This is going to sound cold, but Sae Hee is safe because she is not important enough. She isn't emotionally important to anyone except Prosecutor (who got his emotional whammy with his father already) and she is not a major character - Da Hae and Eun Ha get more screentime than she does - so fandom isn't very invested in her either.
I think Babynapper is toast. But yes, I'd be suprised if any of the mains bit it - for a revenge thriller, it's quite kind to its characters.
Actually, what you describe is why she'd be considered expendable. But I'd disagree about her not being important to anyone but Prosecutor 9who, after these episodes, would probably stop functioning if something happened to her). Na Na seems to have been very attached to her even before Sae Hee saved her life (I'm pretty sure she's the only non-work friend of Na Na's that we've seen) and while Yoon Sung may not be emotionally attached, she's one of the few "normal" connections he has that doesn't involve some form of subterfuge, and she also treated him (possibly saving his life and certainly helping to preserve his freedom) and has kept quiet about him being City Hunter, in addition to saving Na Na, so I think he'd feel extremely responsible if something happened to her, and probably sees her as one of the people he should protect.
Yes, but emotional whammy for the narrative wouldn't be as bad as if Ahjusshi or YS' Mom has died. Sure they like her, but some sort of narrative-crescendo devastation this will not result in, which is what they need after all these near misses. It will be sort of 'hey, at least it's not Nana/Ahjusshi/Prosecutor/YS/whoever.'
Plus, I honestly don't think this will have much of a death-toll. Babynapper is toast (and as despite being evil, he's emotionally important to YS, that can also serve as a good emotional moment) and nobody except YS will feel bad about it.
