So basically, OP cast is predicting the future of Franky's new forms, since OP is now 2 YEARS LATER because time skips are what shounen does.

Basically, Franky adopts pretty much anyone. He doesn't judge people. If he senses you're a person that could use an ANIKIIII then he will adopt you and you might even know it at first!
