OpenData is cool but how do you really get civil engagement? There is a cultural shift but beyond that, I don't think OpenData fights against apathy.
National survey of culture: Montreal did extremely well:
- AMAZING cultural servicing along Eastern end of orange line
- Very few large cultural venues along west end of line
- ...though NDG had a disproportionately high cultural quotient
DataKind: linking gov with social groups with private enterprises
