I completely understand what you are saying. I, too, wondered at the logic, but had to also wonder the what if's. In my area we suffer from Constant drug crap without the slightest help from the police. We Know who's selling it, we've reported it over and over, there were even photos taken and turned in with the last several reports. All taken by the neighborhood watch folks, but still nothing
