According to this piece from 1up.com Shinrei Shashin is a joint effort between Tecmo and Nintendo. This increases the likelihood of its release.
Though of course some douchecookie on NeoGAF had to say, "Well, first first-party 3DS game not to be localized by NOA confirmed."
