I realize this is a thorny issue, but I think it can work. I don't think that it would be unethical, since we already pay men and women to have sex. It's called the adult film industry. So here's my plan. The Department of Health and Human Services--in conjunction with the Department of Labor--would issue male and female prostitutes identification cards so that the federal government could keep track of the legal prostitutes. Also, the government would require prostitutes to get regular medical exams in order to ensure that they are STD-free. In addition, the Department of Labor would set a standardized pay scale for all prostitutes, as well as standardized charges for their services. The police would arrest all prostitutes not carrying identification cards, even if said prostitutes were not working illegally. The feds could still allow both brothels and incall/outcall services, though pimps would no longer legally control prostitutes' pay and individual sessions. Still, every John (or Jane?) would have to be at least 18 in order to enjoy a prostitute's services. I think that covers all of the bases, but please offer suggestions if you thinks that I am wrong.
