So after my last OUTBoard meeting, I was asked a question. Last night was the next OUTBoard meeting, so I asked about fencing along the tracks. Our train expert started talking about livestock corralling laws and fencing laws and about how it's not the train's responsibility to keep livestock off the tracks. NC does not have free-range laws, which apparently means that if you let your livestock wander around free, you get to deal with whatever happens to it. So no, there aren't any current plans to fence in the train tracks to keep cows off.
I don't know what the answer is, though this obviously is not a satisfactory one.

In other news, we are going to be developing our Comprehensive Transportation Plan, so I'll get to solicit feedback from Orange County residents in the coming year-18 months.
