Bowmen/Hunters aren't going to be fighting things they need tons of hits to kill while a Crossbowman is since at those levels (35/40 and 38/42) the kinds of hunting is limited in scope. The point of attack Speed is to get in more attacks on something that requires a lot of hits to kill.
Bowmen at 35-40 are done on Mastery, Booster and Bomb should be coming along nicely. During that time the Viper is nice because Bomb is weak and you will use a lot of shots to make it work. But once you're at 40, your Bomb is about 90% of a normal shot, so it's getting good.
At that point you're getting strong enough to take the leap from monsters with 500-600 HP to the ones with 1000-1200. The extra Speed won't do as much as the attack.
It's the same with the Shinkita...once you're the right level (50) to use it, the Speed of the attack isn't as important as the pure damage. As you get into your Shinkita, you've finished Mastery, SB and have Booster. The stuff you're going to be facing starts to have a KB of more than 1, and the points of ATK from the Shinkita make a big difference, and all of your SB hits will at least give you 1 KB, even on stuff like Clangs or Drakes.
If you stick with the Korean Fan, you will probably get run over by them. The odds are almost guaranteed you'll always get a KB by going with the stronger weapon. Attacking it a few times with the Fan can mean it can still hit you.
I've always changed off of the Fan (though I've never scrolled one with anything but 100%) when I started fighting stuff with more than 1 KB.
Back to the Bowman example...it's very similar because the Speed is great for good spawns of weaker stuff since Bomb isn't that strong. But when you get stronger you change up.
The issue for KF v Shinkita and RV v V2K isn't about speed, it's about the appropriate skills you take and the things you have to hunt to be able to level properly.

WATK is so...much more important on Bowman because of all of the various ranges of damage from bonus multipliers.
Even though using a Bow with just 1 ATK better than another Bow might give you 8 points of damage on your max, when you factor in all of the bonuses...
My argument for Red Viper (and I always keep one in my inventory) is if I have to do heavier spawns, I'll put it on and use it.
My argument for Vaulter is that I use it in regular training, but if I have to work with a crazy spawn that's weak enough, I'll take it off. Otherwise with hunting being sporadic, I can't justify the extra Speed since I often clear everything and then wait 5-10 seconds for a new spawn.
Also, you mentioned Drakes...I think that if you had the Shinkita and used DS instead of SB, at your level (which is 6x??) leading-in with a Disorder (or maybe even not) one of the 2 DS hits should break 400 or 500 regularly...sorry, I don't remember the KB of a Drake offhand, but that's how I usually do it, lead-in with Disorder, use DS until I think it's gonna die and then finish with SB...if the thing is strong and SB can't kill, generally it's far back enough that you can squeeze in another attack.
I've never been a fan of spamming SB and getting run over...if I do that, I do what I call "The Zipper" where I jump straight up, or in/diagonally and bust it right as I land and then bust it again...which is also a good example of where I don't lead-in with Disorder.
