re: DC voting: of course, it may not be unconstitutional; the District clause of the Constitution (1.8.17) has been held that Congress may decide to determine when rights normally afforded the "States" should be expanded to DC (e.g., Mutual Insurance Co. v. Tidewater Transfer Co.). And it could be difficult to find someone with standing to challenge the bill.
