Antigua is very... easy going with laws.
Drinking in public? The park always has people drinking in it, from old men on their evening walk together with few cans of Gallo to some punk teenagers with a couple liters.
Road regulations? Hah. There are no lanes, no laws about passing, nothing. People drive around on the streets on ATVs all the time. There apparently are licensing laws but I don't believe they are very strict as I see kids that look like they're twelve zipping around on motorcycles all the time.
Serving minors alcohol? Why the hell not! After the concert the other night a couple of us went to a restaurant for drinks and food. My friends had come to the concert with their host family, whose daughter joined us at the restaurant. She is 15 and very obviously looks ridiculously young to be in the restaurant but nobody questioned her with a glass of beer at the restaurant.
Fireworks? They are everywhere. Fourth of July some guys gave us a whole crapload of little strings of them and we sat on a street corner lighting them and throwing them into the street, because that's what everyone does. Every single day more or less I get woken up by the big ones, huge bursts in the air that happen all the time around town because people are celebrating a birthday or an anniversary or a new haircut or something.
