Mini-rant
At the age of fifteen, you are viewed and treated as a child. However, if you commit a crime at the same age, the courts are more than willing to charge you as an adult and punish you as one.
So this is just a little note to the goverment; pull your head out of your ass. If they're a child at fifteen, punish them like children. If you want to punish them as adults, treat them like adults. You can't keep jumping the line when it's convinient for you.
