If there were such a thing, I would think that the American magical authorities would set about to see how to deal with it in an efficient manner. At least, one would hope that they would if they were responsible at all.

Come on, a unicorn isn't the same as a person and Inferi can't think for themselves. They can only obey the wizard that reanimated them.
